I have some difficulties to understand why this picture landed here on NG: may be there is some documentary interest, but from a photographic quality perspective - and I believe, that's why we are here on NG - it's a weak picture, as well as from a composition point of view (why is the biker cut in half ?), as from a technical point of view (color, sharpness etc).

I feel your post also concerns me as I was previously contributing to the "366 days.." threads that ran for almost a year but decided to quit and not post on this new 2017 thread after the critique being expressed. I count myself among happy amateurs that shoot pictures for fun and for that reason I will certainly be posting some poor shots regularly - this is simply because I'm not familiar with
all the rules: good composition, what makes poor/good photography etc. and I'm not sure I want to follow a dogmatic approach in my photography. On NG there are also threads that contain snapshots from events etc. It can become increasingly difficult to decide "to post or not to post" a picture (or comments for that matter) unless there are some kind of rules or guidance.
I'd like to understand what you are suggesting - some kind of "quality check" or censorship? Maybe even for new members to be allowed to join?
