It looks like they are floating in absence of gravity (and not enjoying it!)

Unfortunately for them, there was gravity and they were being pulled to Earth.

Thank you Armando Morales. The mime ran as a cover shot, of a Tuesday magazine insert for the LA Times. The photo itself was published about 11x17, which is a quite large for a published photo. (Mirar detrás del vaso de cerveza izquierda.)

I don't specifically remember details of the story, as this was a many decades ago ... but, very substantial number of the refugees stemming from the Vietnam War ended up in Orange County, California. Many of the unenlightened, ignorant, bigoted, white, folk in Orange County were displeased with a sudden concentration of Asians appeared in their community. The photo was from a public hearing (forum) addressing/hearing-out the concerns of established residents and the immigrants.
