These colors look Ukranian but I guess this flag hints to some religious celebration. I love the women in gren framed by Eduardo Chilida. That is why I took the picture.

Yellow and Blue is very frequent colour combination in the  coat of arms of various cities in Europe.  Also the colours of the City Tilburg.

Thank you all for the comments. That stair was at the subway in Barcelona. I have a brief but wonderful time there.

Snow, finally. is melting in the mountains and water flow is rapidly increasing in our rivers. The warning sign just below our local run-of-river hydropower facility should really be heeded. Nobody would survive long in that cold, seething whirlpool flow.
