That is the vigorous hybrid Fallopia japonica x sachalinense, an even bigger environmental hazard than its infamous parent species. Blacklisted in all European countries  and the very prototype of an obnoxious invasive threat to the ecosystem.

Thanks Hans and Bjørn for the explanation of the 'weed'.  It was removed shortly afterwards, so there is some urgency to destroy it.

Unfortunately, eradicating this weed is quite difficult. It can take years.
