No, not mandatory, but the correct rings ensure the SB-21 flash head is seated securely and firmly to the lens.

Step rings have a less efficient form factor to hold the SB-21. But using them is doable, with some precautions.

Also if the lens you wish to use the SB-21 with is an AF or AF-D 60/2.8 Micro-Nikkor a Nikon Adapter UR-3 is available new from B&H Photo USA on special order for $30.00 (USD). The Nikon UR-3 should be available from other suppliers and in various countries.
