Their assertion would have been true if the metering was done with the lens stopped down. However, Nikon expressly prevents this method for any lens having an aperture coupling of the mechanical kind. The mothership does this for several reasons the discussion of which would severely derail this thread, so I leave them out for now. Suffice it to say that the behaviour is intentional. The only lens kind that might allow this would be the PC-E lenses and for these, excepting for the metering accuracy it doesn't matter whether the lens is stopped down or not when a meter reading is taken.

I think I agree with Kjetil that there is a mechanical problem with the lens (not short circuit though).

I enclose some pictures to illustrate, but again limited knowledge and experience, make this my  guessing.
Assume the lens needs a skilled mecanic, and a dishonest seller was lucky (and I'm learning).

A picture taken with the lens from Palmela in Portugal yesterday is also enclosed.

Everything looks normal and shipshape in my eyes.  Could have been pictures taken straight off my own specimen of that lens.

Set the lens to f/16 and see if the aperture has closed down all the way. Push the aperture open by lateral movement of the aperture lever, the aperture should open up freely. Let go of the lever and the aperture blades should snap right back.

If the lens ticks all the boxes above, I see no obvious sign of damage to it.

OK, thanks again Bjørn, it moves freely, sounds and feels OK, when moving aperture lever.
I give it a rest until I'm home in Norway, and can test the lens on another D3s.
I'm quite comfortable shooting with my only other lens, fixed on aperture 2.5, iso fixed at 200,
I adjust time manually, an focus manually. Gives a sense of control, and ability to adjust accordingly,
but no skills in post processing yet.
