Yes, the lens of the small camera points toward it's direction although a bit low, but I assume it's in the 'wide' position.

The underside of the Santa Monica Pier is a popular location for local photogs.  I think people are starved for the visual variety of grunge and decay in our clean and tidy "first world" cities.
