I don't think there is any Silicone involved.
The black is dirty rainwater in the engraved stone.

Real... your dirty rainwater is much more shiny than our dirty rainwater. Looking at the bottom of the stone I saw more black shiny substance and I thought it was silicone used as a sealant.

That is Irish dirty rainwater. Ours is also not as black as what I saw there.

If you look at the gap between the other stones it has a similar blackness.
