After the thunderstorm
Be mindful that some cars have an air intake for the injection or carburetor that is close to the road. I was driving my father's 1984 Thunderbird in somewhat deep water. A pickup driving the opposite was driving fast and created a wake like a boat. The T-Bird sucked water up and through the air filter into the corroborator and engine cylinders immediately killing the engine. Two consecutive oil changes the next day and the car was fine. Water left in the oil sump can destroy and engine.
