The TC-14E has an extra tab on the mount which fits through an extra gap in the mount of the AFI and AFS super-telephoto lenses. This prevents it fitting lenses it is not compatible with.

Funny enough, the mount of shorter AF-S lenses have the same gap, even if they can't mount any of the E-teleconverters.
There is no illusion, it just looks that way.

The same mount parts could be shared among lots of models for the production efficiency, regardless of the focal length...

A quick report on the 400/5.6 ED AI with TCs;

the fit for the TC-14E Mk.2 is too tight and I wouldn't stress the lens mount too much. Could be cause by the fact that  my 400 is CPU-modified? anyway, an inconclusive test. I shot a few frames with the TC into half way position, but not much can be inferred from those captures.

Results with the TC-14B were pretty good (using the D500 that could clear up some CA on its own). No problems with the fit here.

Thus it seems the TC-14B should work.
