The devil is in the details. Here, the overall composition is almost lost in too much detail. Clouds, trees, alternating greens of the vegetated patches, plastic(?)-covered bright areas, and detrimental to the overall image, lots of bland foreground. The empty foreground adds little on its own and overwhelms the nice line play of the middle ground.
Use a cropping tool and cut this "to the bone" so to say. Start thinking about the final composition, the visual relationships encountered and what should or should not be included well in advance of pressing the shutter release.
