I currently use a Lens Dr. 28mm f/4 modded to Tilt shift.  Fell in love with Tilt shift (it is a disease) but also the 28mm Range is more appealing than 24mm or 35mm.  But I also like my 20mm Sigma focal range. so got a 19mm F/4 PC-E to be a step sister to it. 20mm is mostly my astro lens. 28mm was my landscaper.

Anyway, my fear is the 19mm will be great, but I'll still need to use the 28mm for 28mm focal range I love. So I'd never be able to part with it. Unless I Used a TC-14. But I am sure it is not compatible with the electronic aperture through the TC. so is it possible to open one up and just connect the contacts straight though without going to the TC chip?

You will need to use the TC14-E for the PC-19E to work with the electronic aperture,,,

oh yeah? will a TC-Eiii or ii work? what about TC-17Eii?  I'd have thought it'd not work but that'd be great if they did.
