Very very odd. I've seen roads with a jog in them, not matching up where two political jurisdiction butt together ... but that is just poor engineering and lack of communication. This ... I don't know what this is ... lol. HCS use of "flabbergasted" is perfect. (Flabbergasted is one of those words you hold onto in reserve ... just waiting to drop into a conversation ... timing is everything. Poppycock is another reserve word.)
What is funny is how the architect tried to 'blend' the two completely different materials and half window by using that silly edging. Worst of all, the owners bought into it.
