Armando- It is near Mount Rushmore, outside Rapid City, South Dakota. Here is a link which describes the project:

and an artist's model showing how the finished piece will look:
https://www.google.com/imgres?imgurl=https%3A%2F%2Fstatic01.nyt.com%2Fimages%2F2009%2F09%2F02%2Fopinion%2Fdownsspan.jpg&imgrefurl=http%3A%2F%2Fwww.nytimes.com%2F2009%2F09%2F02%2Fopinion%2F02wed4.html&docid=HamVHNe0os_8zM&tbnid=PbKtoficgD3psM%3A&vet=10ahUKEwiNnNKnuv_VAhVKeyYKHYm1AKUQMwg2KA8wDw..i&w=600&h=408&bih=1001&biw=2133&q=crazy%20horse%20memorial%20artist%27s%20model&ved=0ahUKEwiNnNKnuv_VAhVKeyYKHYm1AKUQMwg2KA8wDw&iact=mrc&uact=8

There is a tour which will take you up to the monument. We were pressed for time that day, so didn't take it. So, I don't know the purpose of the scaffolding.

The strong cross-lighting brings out the detail in both the completed face as well as the drilling in the cliff face.

I wonder if this work will ever reach completion and how many generations will need to work on it if that is to happen?

It is privately funded, no government money, so it will probably take several more generations.
