Some technicals ...

V1 10mm f2.8 lens ISO 2800

Used the "smart photo" setting which takes a burst of 5 images, internally it picks the best and it is the one shown to the user, but all 5 images are available in RAW.
Since the noise is a problem above 400..800 I stacked the 5 images in PS with progresively reduced opacity resulting in reduced noise
Colors are the result of some liberal processing after the photo merge

The technique is ok if taking 1 or 2 shots with static subjects, not really practical beyond that

You mean, you can stack five "same" frames (meaning, RAW files) with reduced opacity?

Sure, auto align them , then leave the bottom at 1/1 opacity, next at 1/2, next 1/3 ... etc

I would choose to make the wb more warm, to avoid the blue cast, and pull down the highlights or make it into B&W.

Blue light is coming from outside the building, there is led lights on the street, I did play with the WB in processing and that blue light was not evident
black and white, yes maybe I'll give it a try
