Hmm...but they are blurred radially while the building is tack sharp.

Akira: There is depth to the building and obviously the field of view is wide. Focus is on the front facade. The outcome is excellent but probably fortuitous.

I am sure the camouflage of the parking lot is just
a cheap trick to distract from the building's uglyness
yet you let it appear as an artistic form. Thank you.

The blurred light is just an effect of the light hitting radially constructed  concrete beams. You can't see the lights themselves other in the central part of the image.
