D4s base ISO 200 (movie)?

Why doesn't D4s let me use base ISO (100) when I'm recording film?

Cannot keep the frame rate of the movie?

The effect of using multiple sensor pixels per one "Movie pixel". ISO 100 would be treated like a "Low" setting in this mode.
The D4s can "only" record up to FullHD movies.
