Nice to see the brighter side of Texan street life :D

Obviously the local climate is hotter than what we encounter on our latitudes ...

We are at less than 30 degrees North here, the Tropic of Cancer.  Summers are uncomfortably hot, the rest of the year is mild.  There are really only two seasons, hot and everything else.
