Title: Good light on a budget?

Hello :)
I'm reading about exposure and I'm interested about flash photography for outdoor portraits and macro. What setup and resources would you recommend for beginners? I have Michael Freeman's 2012 edition of "Exposure", which is very helpful, a Nikon D7000, some lenses, and that's it. What I call "on a budget" would be about 300 euros for the full setup (used gear), but I don't really know how much it costs to get into it.
