I used an Olympus Jpeg with Key Line effect I shot of Madrid as a basis. Uploaded that image on a site where you can design your own jigsaw puzzel. Then I made a screenshot of the preview :)

It can also be done directly in Photoshop using a  Filter-texture.  The texture is not standard in the library I think, so It should be created... (or uploaded and turn into a smart object)

For quite a few years I used a OSX program called “Jigsaws Forever”, sadly only a 32bit program so no longer useable as Catalina is 64bit. It took any jpeg image on your computer and turned it into a jigsaw with from 250 to 2000 piece puzzle.
