The overall impact might be strengthened by a slight crop so as to remove the sky part.

I have nothing against digital filters as long as their effect is warranted *and* subtle. Much of such effects might be obtained directly in camera, though.

The oil painting filter can only be used in rare cases. This is such a case in my book. I like the mood caused by the light an composition.

The filter effect looks really good for this image!

But the image is tilted to the right and that looks very strange together with the painting effect.
