It is a nice creative way for visual impact.
Technically, it is rather straight forward done by simply using Animated Gif files on a loop.

That's not a GIF, they tend to be very large. That's just an embedded mp4 video. All important browsers have very good support for HTML5, so no reason not to use videos.
