The ship warning station at St Goar on the River Rhine, sadly I can't explain what the lights mean!

This is interesting. The lights tell you whether there are any downstream ships coming in. In your photo, the lights indicate that there is none in region 4 and there is one single ship less than 110m in length in region 3.
