It is a posed shot, he is very aware he is the subject of the photo, he was asked to stay still for 20 secs

Nice shot! I would have moved the camera a bit left or right. The photographer is too centered, I think. :)

Centring has the added effect of making the image more static, which actually in this case works very well due to the busy and hectic background. In particular the light tracks from the cars racing by, street lights, signs etc. It seems the photographer has turned his attention away from all this  and focuses (sic) on the more tranquil and less obvious aspects of the street life.

Image quality is surprisingly good given the picture was captured with a V1, a camera not famous for its dynamic range or noise handling.

Thanks Jakov, the image is cropped from the bottom and both sides , eliminating empty floor and side distractions,

Bjorn, the shot was done with  iso 100

I would have done a square crop (take note GARY!!) eliminating the lot on the right, not anywhere else.
But thats me. Thankfully we dont all see the same otherwise you would all steal my thunder :)
I like everything else about the photo - A LOT

The flare from the street light at the top bothers me a bit for some reason but I like the image quite a bit.

What's not to like???  Good photo technique and a very nice exposure and conversion. I'm with Jørgen on the flare. I think it is one of those elements that simultaneously adds and subtracts  from the image. Firstly, it is a very nice flare, a distant sun exploding in the night sky ... conversely, as a distant sun exploding in the night sky it is very distracting. With or without the distant exploding sun, I like the image.
