Another vote for the one without the effect filter.  I like its Salvador-Dali-like surreal mood.  An excellent capture.

The obvious improvement, which is only obvious in hindsight, is going belly-down on the ground to make the bubble-blower and the bubbles free of the background entirely.

I agree that a lower angle would let the bubbles truly float.

Yes, without filter much better. The point is also, the colours, and the forms and the action  are so uncommon, that a filter can 'destroy' the 'photographic' effect and may turn it into a comic.
