I guess the fence and the gate is charged with a high voltage current.  Thus you need some insulant to handle it.   8)

Looks like they lost the key with the lock locked, bolt extended, and the door open.  The zip tie will keep a small child or animal in...or out.

I was taught many years ago to always lock a  lock when a gate was to be left open so a theif could not steal the lock and have a key made for it. I was working in a high crime area of South Central Los Angeles. I assumed the owner of the business had lost locks that way.

you are right. It's outrageous !........they should at least have used a matching silver coloured plastic zip tie if the lock was to have any serious purpose.

Mongo does like your shot ....it does say a lot in just one image.

Let's take a closer look...
There's an engineering problem out there.
1st - the person has replaced the wood screws to SS alen ones. That's already something...
2nd - don't see how this latch can work as the stop plate doesn't allow the latch bar to open enough... very strange...
3rd - the door gate has descend a bit, so the latch bar can't engage anymore, hence te nylon loop...
4th - they just lost the lock key...
