This scene is repeated in many Asian cities as well. 
It seems that wiring standards are not uniform from country to country.  >:(

Windows and powerlines mix a lot in this neighborhood  ::)

This does not comply with Spanish norm either but you can find many examples still in Albaycin. It looks like some parts are out of time and regulations. Good picture opportunities for me  ;D
