Yes, they will allow the users to shoot RAW on iOS10.

If RAW stooting goes "mainstream" via Apple and presumably Android devices, then maybe the software manufacturers will be forced to lift their game in respect of their RAW converters.  Maybe we will all benefit if that were to happen.
