Many years ago, I bought these via Sakamoto-san (these aren't available here) from Japan. The one on the left is hacked for a purpose the other not so much.

I do not have any use for them at all.
Here is a challenge:
1. What are they?
2. What could possibly make the one on the left more useful?

Nikon BR-6 for stopping down lenses like G-type

The yellow tip on the left one made me think of a BR-4 though.

Yes, BR-4 (checked the rim to read the ID)! :)
Both are BR-4 but one has the yellow plastic tab and the other black plastic tab!

The difference between BR4 and BR6 is that BR4 has male F-mount and BR6 has 52mm female thread

Plus BR-4 has the overhanging "skirt" that tends to make trouble on AI/AIS-type lenses or modern cameras.
The bayonet mount on the left sample looks to be in a pretty awful state, though. Adding a CPU is just so much more easy using a proper rig for drilling the mounting holes.

Correct. The inside of the (male) F mount needed to be ground off to accommodate the wiring flex and it went a bit far.
It made no trouble for me with a D300 and the 14-24/2.8 zoom.

The pipe for the cable release and the stop down lever also makes it trouble to mount on cameras with overhanging prism or big grip. My BR-4 will not mount on FE because of that. The ring to the left has fixed that. I think that is answear to the second question.
